As the web has evolved, the actual HTML language it is written in has evolved as well. The World Wide Web Consortiumor w3c, sets guidelines and standards for the web. The w3c mission;
"To lead the World Wide Web to its full potential by developing protocols and guidelines that ensure long-term growth for the Web".
Essentially they make sure everyone is speaking the same lingo, so that web designers produce code that web browsers (Firefox, IE) can read. Having a unified standard allows you to visit a website in other countries, in other languages, written by other people.

Look for the xhtml and css links on the bottom of most websites to see if they are standards compliant. As an added bonus, it has been shown that compliant websites typically rank higher than other websites in the search engines.
